Peter,
Try doing a Repair of IE in Safe Mode first.
If no joy, and it appears as if you have the entire IE6 setup package
already downloaded, attempt to install it from within Safe Mode.
Often times you will get error messages using IE if the system has
spy | ad | malware on it. Have you scanned the system for their
presence ?
