This executable was introduced in the update numbered KB908531. Please see
the many recent posts about the multiple problems associated with this
update. For the time being (until MS issues an improved version), you might
consider using Add/Remove Programs (with the option to show updates) to back
out this update, and disable automatic installation of updates.
