A lot of times, I just can NOT right-click, or do many other things, etc.
Like...

Can't Right CLick
Missing Menubar
Missing Menu Commands
Thing won't open
History Dropdown list in IE Messed up!

I think it's Memory/resource BUG, am I right?

What's the cause? How do I fix it?

Consider this: Whenever a new error condition appears on your computer, it
is almost certain that there was some change to the computer soon before the
problem began.

Unexplained computer behavior may be caused by deceptive software.

JediXAngel22,

You need to be much more specific. Can't right click what? Missing menu
bar on which application? Which menu commands are missing? What won't open?
How is the history dropdown list malfunctioning?
Nobody is going to help you if they do not know what you are referring
to. There are different solutions for the same problem contingent upon where
the problem is occurring.
I have provided a link for you. Click on this link and type your
question or problem into the searchbar, click on the radio button that says
"All of Microsoft.com" and then click on "Search". If you don't get the
result you are looking for you can try typing a different set of words or
rewording the question.

I don't know if it's related to "Internet Explorer Cache Overflow"?

Norton is likely causing your problem.

Replace Norton with the free AVG http://free.grisoft.com/ or Avast
http://www.avast.com/eng/avast_4_home.html, and Windows Firewall and Windows
Defender. Disabling Norton is not enough. You need to completely uninstall
it. If it doesn't solve the problem, get rid of Norton anyway. Norton is
known to cause many problems in Vista and they don’t always appear
immediately.

Download and run the Norton Removal Tool.

http://service1.symantec.com/SUPPORT...05033108162039

It's called "360" because Symantec's goal is complete ownership of your
computer, and with even less communication about what it's trying to do or
ways to configure it than ever before (which would only interfere with its
goal.) That, along with Symantec's famous technical support, makes Norton
360 a disaster that I would only install on Granny's computer if she was
going to disinherit me.

Possible. How much RAM in that system and what kind of video card/chip is
it using? And the OS version would help.

Maybe you have *too many *applications monitoring at once.
You should never run more than one virus checker at a time.

Disconnect you machine from the internet,
then shut down all your security apps for the time being
and see how the machine runs
