As regards XP and this particular "update" for Windows Explorer, the
security bulletin for August 08 makes no mention. The July 08 bulletin
mentions that it does not apply to XP SP2 or SP3.
It is possible (?) you are seeing either a delayed distribution to Downloads
Center or (?) it is intended for poor souls running xp sp1 (?)
