Video Call & Luxemburg

Hi,

Incoming Video Calls don't work when in Regional Settings "French
(Luxembourg)" is defined. Why ? After a few hours of debugging I got the
solution:

For Luxemburg there are no advertisements. That's the good point. But Video
Calls wants to show an advertisement before starting a video chat. So I only
get the message "Video Call Sponsered by ..." and no incoming video.

It would be fine if this can be fixed because I want to change my Regional
Settings.

I'm going to double-check this here shortly when I get an opportunity but in some locales
some features aren't available (or sometimes are misconfigured). This is the reason for any
difference.
