video chat - Lifecam VX-3000 - only works if other person initiate

When I run WLM, and I ask for a video call, I can see and hear the other
person, but they can't see or hear me. If the other person initiates a video
call then everything works fine.

I am using Windows Vista 64 bit everything is updated - all drivers for
video and sound card etc. etc.
I am using the latest Windows Live Messenger (WLM) version 2009
I am using the Lifecam VX-3000
All drivers for all programs and camera are up to date
I have run the audio video setup successfully - video AND webcam appear and
work perfectly
I have turned off my firewall and virus/spam protection (Norton 360)

As the Lifecam is supposed to work perfectly with WLM I am out of ideas.
The question is why does it work fine if someone else initiates the call, but
my video and voice to not appear if I initiate the call?

No replies, no fixes, no help to turn to anywhere else. I am switching to
Skype. Thanks for nothing Microsoft.
