Video fails to enable in video conversation

If I or my contact attempts to open a video conversation I can see their
video but neither of us can see mine. If either of us attempts to enable my
web cam while in an audio only conversation, the conversation is closed. My
web cam functions coprrectly in two capture programs, Skype, and in the
Messenger "Audio and Vidion Setup". I am using 8.1 and have uninstalled and
reinstalled numerous times. Why is Messenger Live apparently thinking the
camera is already in use when it is the only program using it? I am at a
loss what else to try.

I get this message when I attempt to begin a web cam connection in an
existing audio conversation:
Your conversation cannot begin because your camera is currently in use or
not plugged in. Make sure your camera is available and try again.

You have canceled your invitation to start viewing webcam.

Hello,

If you're not able to solve your issue, try using Skype. It is free and
supports video.

Hello,

On the contrary, I find Skype useful for file transfers. Ensure that you are
not using the voice chat when using the file transfer as voice chats can
take up considerable bandwidth.
