Change the Properties 'command' of the shortcut from
"http:/google.com"
to
"C:\Program Files\Internet Explorer\iexplore.exe" "http:/google.com"
OK
and then use the Properties of the shortcut again, to set the "Run" dropbox
to "Maximize"
