I recently bought a new computer system with a 22" widescreen monitor. It
has vista home premium installed. When I view web pages, all appear in the
center of my screen. How do I change the aspect ratio of the screen with
regard to webpages that I browse. How do I adjust the settings so that every
page is stretched to fit the entire screen? Currently I am only using about
half of the total widescreen. Please advise. Thanks.

What you can try is the Zoom function of Internet Explorer 7, at the
bottom right corner. However, it will reset back to 100% whenever you
click a link or open a new tab.

The only other (and far less acceptable) solution, would be to set you
display resolution to something lower than the monitor native
resolution...

Is it only happening with web pages?
Does your empty desktop cover your full screen?
Have you updated your video drivers?
