Virtual Memory Error....No Paging File (or to small)

OS = W2K w/sp4

During boot, I get a Virtual Memory Error stating that my computer has no
Paging File. It then explains how to set the Virtual Memory which is easy.
The problem is that it won't boot up. After I click okay on the error
dialog, the message comes back up again (in 5-10 seconds). Since this keeps
repeating, I can't full boot up to make the changes.

What do I do.

History: I had a HD Crash/Error. I restored from an image to another HD.
Now I get the error.
Note: Safe mode has the same issue.

In safe mode, I get the same problem. Thanks but already tried that.
