Virtual PC USB booting from flash drive

Is it possible to set up virtual machines to boot from a bootable flash
drive?
Host is Windows 7 64 bit; Guests are Windows 7 32 bit.
USB 2.0 Flash drive is correctly bootable by host.

Not directly, no, but you could have a VHD on a flash drive and boot from
that. (Most flash drives are painfully slow though, so it wouldn't be optimal.)
