Make sure the Desktop Window Manager service under Control Panel >
Administrative Tools > Services.

You might need to refresh your Windows Experience Index (WEI) rating.
1. Click Start
2. In the search box, type Performance Information and Tools, hit enter
3. Click the Update my score link
4. Click Continue on the User Account Control dialog

Right click your Desktop > click Personalize > click Theme > click in the
Theme list box, select Windows Classic.

Type in the forum search box.. 3D icon... and you'll get the solution to your
problem.

I found in Control Panel\Administrative Tools\Services a list of services
with Themes listed. Mine was not started. Double clicking on the themes opens
a settings box and place Automatic for the Startup Type. Then in your Theme
settings in Personalise Windows Vista or Aero will appear. If error message
appears click on browse and find
Windows\Resources\themes and the double click the Aero file to activate.
This should restore the 3D flip and access Dreamscene

Good Luck
