HI,
I recently purchased a Toshiba laptop with Windows Vista Home Premium . I
have geneaology software and it allowed me to install the application.
However when I try to open up a database from my DVD Vista comes up with an
error that access to my DBF file is denied. Any suggestions? Thanks.

Try copying the files to your HDD and opening them from there...

Copy the DVD database to the hard drive, and 'take ownership', giving
yourself "Full Control" permissions.

Add Take Ownership to right-click menu in Vista:
