Vista and live messenger download problems

I have downloaded live messenger but when I run it, I get a message that I
need to check if I have administrator permissions because it can not download
messenger sharing folders USN Journal Reader (usnjsvc).

I am the administrator, I just set up Vista and windows 2007. It is all
new.

After I cancel the set up a window comes up and says "code 1603" failed.
