Vista and P2P programs

No matter what P2P file sharing program I install, whenever I launch it the
internet connection jams somehow. The modem still says the internet is fine,
but nothing can connect. As soon as I shut down the p2p program, the
internet is fine. I have turned off every part of the firewall you could
think of, allowed and blocked the program many times, nothing. If I
uninstall and reinstall sometimes the program will connect, only once. So, I
would have to reinstall every time I want to use the program. I am lost as
to what to do, and I am not a computer genius like I have seen so much of on
these topics, so please bear with me.

I have used BitCommet without any issues on Vista x64.
