Vista Application Group Policy not displaying banner

With XP, I can deploy a software package and when the user reboots the
computer it says "Installing Managed softare....blah..blah". Vista does not
seem to do this. It is not letting users know that software is being
installed and as a result users are rebooting their computers prior to the
installation finishing which is causing a whole host of problems. Can anyone
explain how I can get this same functionality in Vista?
