vista backup is it incremental?

I'm looking at the vista backup on enterprise and I would like to know
when doing a full pc backup if i'm backuping up ever couple of days is
it backup up only new data or does it backup the same things over and
over should I expect to see 10gb 1 day, 10gb other day or will it only
show an increase once new files and programs are installed?

Windows Complete PC Backup does block level incrementals of your backup by
using VSS. Your backups will grow based on the rate of changes that happen
on your system between each backup is taken.
