Vista has stopped using NTbackup previously used in XP, 2003 server
etc....
Best option if you want it on Vista is to copy NTbackup from an XP
workstation. The following is a good article on how to do it.

Once you have NTbackup on Vista simply type ntbackup in the run
command box and that will run the utility.
