Vista Boot Manager never leaves even after fresh install

So I am trying to fix this laptop. Got rid of a bunch of viruses n such
Then tried BCDedit. But still on reboot got Windows boot manager wit
the sole choice being Vista Home Prem. Did a repair install and sam
situation. Then after that I wiped the drive using windows washer H
eraser doing DOD 3 passes. On this now erased drive I did a fres
install of Vista but I am still getting the Windows boot Manager
AAAA!!! I have no clue what else to do! Please help!!! :
