Vista - can it format and creat partitions and not delete data ?

I'm hoping its moved on from XP and so i won't need software like Acronis
Disk Director ?

if so - which versions are so equipped ?

Vista can shrink and grow partition size with diskmgmt.msc. Doing this to
the system drive can be touchy. You can shrink it to unusability, in terms
of needed space for system function. What that size is, is dependant on the
system needs.

No. XP cannot change the size of a partition with the data remaining intact.
To change the size with the XP version on diskmgmt.msc you would need to
save data, remove the partition, and re-partition the drive.
