Since any computer monitor is basically a TV minus a tuner your first
step should always be to calibrate your monitor using it's controls to
set proper white and black points. There are many web sites that give
more detailed specifics. If you want to get fancy there are several
gadgets that attach to the screen and allow adjustments that way.
If you want to do it from Windows alone and you already have the
latest drivers for your video card then you might be happier ditching
Vista specific color themes and pick one of the higher contrast or
classic settings. Right click anywhere there's a blank space on your
desktop, Personalize, Windows Colors and appearances. Click on classic
appearances at the bottom proceed from there.
Or...
Go to Control Panel, Ease of Access Center, make the computer easier
to use, now see if the high contrast option is enabled to implement
left Shift key + Left Alt key + Print Screen... a trick few know
about.
