Vista - Control Panel > Device Manager & Activate Windows Now NOTworking...

I've just done a fresh clean install of Vista on a new freshly formatted
drive, have got it to a state where all my required applications are
installed and is configured to how I like it and have some never before
experienced issues!

In Control Panel > System the Device Manager link does nothing - no
errors nothing at all. The 'Activate Windows Now' link is the same,
doing nothing at all if I select it.

What can I do to rectify this? - OTHER than re-install from scratch!

I've peformed a regsvr32 devmgr.dll and performed sfc /scannow to NO avail.

I find that after the fresh clean install it is better to download all the
updates BEFORE installing anything. There are so many now that it takes
ages. First a few then more and more. This last clean install must have had
about 80 updates. Oh well SP1 is soon out.
