Vista Control Panel Launch.

Hello,
Can anyone help with a problem?
When I try to launch Control Panel the window only appears on the screen for
a fraction of a second. What can I do to make it stay there? Incidentally,
this has happened with another programme, but it wasn't important so I
ignored it.
