In VISTA-Control Panel, MS Update, & others won't open.

I have VISTA HOME EDITION. A complete NEW in box version.
I had this since March 2007. Problems just started 2 weeks ago.
I don't have McAfee or Nortons.
I have Windows Live One-Care.

When I click on CONTROL PANEL, it opens briefly then closes.
When I click on M/S Update, it opens briefly then closes.
When I right-click on desktop, scroll to Personalize, it does not show up.

I need help. I have read and read all the threads. I haven't tried the
disk repair yet.
Is there a M/S fix yet. I can't tell.
Please, please help me.

Can you recollect a program or driver installation that added an icon in
Control Panel? Do you recall anything installed when these problems started
to occur?

Hi Dean-Dean,
I was just reading your answer in another post.
All I did was buy a new mouse (DYNEX Wireless Optical Mouse)
I plugged it in and it started working. That was it.

I hadn't checked the control panel after that, so I don't know
if it added an icon or not.
All this seemed to have started when I saw a red shield in
the task bar area. I panicked.
I right-clicked desktop to personalize and couldn't. That's when I
tried update and also open control panel and nothing worked.

I have been reading and trying things for days. I'm scared to do
a system restore because I don't know when I should start from.
Any ideas. I have seen your posts on other members and I know you know your
stuff!

If you have added a new mouse and suddenly start getting mouse related
problems (Icon manipulation is mouse related of course) the first thing
to do is put back the old mouse, preferably a known good mouse with no
fancy drivers.

I suspect the system blocked the installation of drivers that were
probably not Vista compatible and that your mouse is not working at all
well although it may appear to function for some things.

Any time you get trouble like this try

1. really simple mouse.

2. if your mouse that's acting up is USB try a PS2 mouse, or the other
way around, try whatever style is NOT the same as the one that is acting up.

3. Uninstall any fancy mouse driver software, this may stop some
programs that require fancy functions from working properly but should
get you basic functions.

4. If that gets things working then check the mouse maker's website for
drivers so you get the latest ones.

You might have to do a little detective work. Go to the folder
C:\Windows\System32. Change the View to Details, if it's not that already.
Then sort the columns by Type. Scroll to the Control Panel Item (.cpl)
group of files. Then add the column "Company" by right-clicking on the
column names, and then choosing More...

Do you see any non-Microsoft Control Panel items? That is, *.cpl files made
by a 3rd party? If so, what are they?

Control Panel will not open if the Software Licensing service (SLsvc.exe)
is not running.

Try this;

1) Launch services.msc from the Run box
or an elevated CMD prompt. Or, if you're
able to enter text into the search bar, just
type services.msc there, and then press enter.
Be sure to okay any prompts for elevated privileges.

2) Find the Software Licensing service & stop it if it's running.
Then restart it. If it's not running, start it.
(it may say that ReadyBoost needs that service to run; stop it anyway, then restart it.)

3) Find the SLUI Notification service. It may be set on Manual
or Automatic. See if it is Started. If not start it.

If that was the problem, Control Panel and those other things
should work now.

I checked the SLS and it shows AUTOMATIC. I will stop it then restart it
when I get home.
Also then I will check the SLUI.
Thank you for your suggestions.

To: Charlie Tame,
I am not getting any mouse related troubles. I didn't even download a
driver. I just plugged it in and it worked! That's it.

To: Dean-Dean,
When I get home I will definetly try that.
