Go to Start, then Control Panel, then Network and Internet, then Network
and Sharing Center. Next, click on Set up a connection or network.

Go to Start, then Connect To. Next, click on Set up a connection or network.
When you set up the access number, add *70,,, at the beginning.
The extra commas give your modem a short delay before dialing the actual
phone number.
