I have 450gb free on my primary partition. I want to shrink it to provide a
partition to dual boot Windows 7 with a size of 25gb. But when I run the
disk management tool it shows I can only use a max of 100mb. I can go lower,
but not any higher.

Anyone know what's up with this? Thanks...

Disk Manager can only shrink a partition until it hits an unmovable file.
You will have to use another program, which boots from CD, like BooitNG,
GPartEd, or EASEUS Partition Manager..
