Vista drag-and-drap doesn't work

Hi, I asked a similar question in Mail board, but I've just realized that
this is a general Vista issue.

The issue is with dragging and dropping. Nothing seems to work. Moving
files, of course, that works, but I'm talking about dragging a file onto an
application's icon or into an application's stage to open it. Or dragging an
attachment into an email message. None of that works. Another thing I just
tried to do but couldn't (but in XP it's fine) is to save a webpage by
clicking and dragging the upper left icon.

I'm sure there's some setting to fix it, I just don't know it, hope someone
can help.
