Vista English displays windows and menus in rtl direction

Hi.

My vista English version, randomly displays menus and windows in right to
left direction, instead of left to right as the OS language is. The computer
uses right to left languages, but the OS is definitely English, and the UI
should be consistent.
this behavior occurs randomly.
