Vista firewall services will not start

I have finally started the change over from XP to Vista on our campus and
have an issue with the Vista firewall. For what ever reason it shuts the
service off and will not let us start iit back up. This is happening on
several different models of desktops and laptops.

When you click Windows Firewall in Control Panel, you may receive the
following error message:
Windows Firewall settings cannot be displayed because the associated service
is not running. Do you want to start the Windows Firewall/Internet Connection
Sharing (ICS) service?
If you click Yes, you receive the following error message:
Windows cannot start the Windows Firewall/Internet Connection Sharing (ICS)
service.
• If you try to manually start the Windows Firewall service by using
Services, you may receive the following error message:
Could not start the Windows Firewall/Internet Connection Sharing (ICS)
service on Local Computer.

This is the problem, I am having. I've tried doing what the help told me to
do, but I'm still getting the same results.

What Internet Security Program are you running on your campus?

No doubt, it will have its own firewall installed!!!!!

You don't run 2 firewalls at the same time.

No other firewalls are running on the computers. It has something to do with
the way the policies are setup on our domain. If I remove a computer from
the domain and add it to a workgroup the firewall can be started back. I
will add the computer back to our domain and start the firewall which will
run correctly until the computer is restarted. Then back to the same problem.

You have two separate services you're working with. First, set Windows
Firewall service to Automatic. Then disable Internet Connection Service. See
if you get the firewall service running.

Depending on how your network is setup, you may not need the ICS service.
