Vista HDD Power Management

I have 3 hard disk drives on my machine and I am finding that Vista is
constantly taking two of them in and out of suspend mode even when I
do not have an application accessing those disks. Is there anyway I
can resolve this?

Indexing Services
System Restore
Defragmenter
