Vista Help and Support tab in start menu no longer works

Vista Help and Support tab in start menu no longer works
----"Help Topic Not Found This content under construction We were
unable to retrieve the requested topic."---- is the only thing displayed. I
have seen it work fine before, but I have had problems with my Phishing
filter and did some folder moving and then moving back to default (which I
have done, but that hasn't changed after I've logged on again) and I've tried
system restore and that hasn't worked. And I found out that I had to turn
off my Anti-virus to make restore work. Did that but it still didn't work.
And I had to buy my anti virus again and keep a "key" for a new one should I
need to turn it off again. Also since then my side bar news feed no longer
works, I tried to re-download it, that didn't work so I downloaded a new
different feed and now it works fine?! And My media player library wouldn't
refresh so I had to delete the APP data and thankfully it magically re-did
the data it needed, I'm not too smart a computers and want to know if
deleting all app data and having them magically re-appear might happen? Or
if it's related to something else. Any help would be greatly appreciated

Hi Bill

You need to make sure that the ".xml" file extension is associated t
Internet Explorer. Look at the second method here for how to do it.
Internet Explorer is located at "C:\Program Files (x86)\Interne
Explorer\iexplore.exe

I looked at that and .xml had been tagged to IE already.
I don't know maybe it's no longer supported by vista, I heard that somewhere.
