Vista Home Edition Updates is stuck in "Never Update" Mode

Hi All,
Can anybody help me with this problem other than a clean reinstall PLEASE! I
have asked for help with this problem once before but no real solution was
found. When I am trying to manually download the updates it tells me to
either "Find" or, as it is an .msu file it does not tell me anywhere where
to save it other on my Desktop. What do I associate with or where to save
that the update works!
Any help would be appreciated.

The service has not been started

Make sure the Automatic Update Services has been started.
Make sure that BITS is started.

1. Click Start, click Run, type services.msc, and then click OK.

2. In the list of services, right-click Automatic Updates, and then click
Properties.

3. In the Startup type list, click Automatic, and then click Apply.

4. If Service status is set to Stopped, click Start, and then click OK.

5. Right-click Background Intelligent Transfer Service, and then click
Properties.

6. In the Startup type list, click Manual, and then click Apply.

Back up, cowboy:

Are you telling us that 'Control Panel | Windows Update | Change settings'
is set to the "Never check for updates..." option and you can't change
it?...

Or are you telling us that some or all updates are failing to install &
throw a 80070426 error?

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?

Has a(another) Norton or McAfee application ever been installed on this
machine (e.g., a free-trial version that came preinstalled when you bought
it)?

Hi,
Thanks but when I type in "services.msc" the message, see attached, and
cannot open the program! Need help with this too somehow I lost or it is
associated wrongly because I had it before.

Back-up any personal data (none of which should be considered 100%
trustworthy at this point) then do a format & clean install of Windows.
Please note that a Repair Install (AKA in-place upgrade) will NOT fix this!

After the clean install, you'll have the equivalent of a "new computer" so
take care of everything on the following page before otherwise connecting
the machine to the internet or a network and before using a USB key that
isn't brand-new or hasn't been freshly formatted:
