Vista Home: Where is Local Users?

Specifically ... need to find the Computer Management > Local users and
Groups in order to do some management.

I'm able to find it in Vista Business, but not in Vista Home.

That mmc console is not available in Home versions of Windows. You can
manage local user and groups via a command prompt with the NET command. Type
NET /? for help. It's a pain but it has been that way since XP came out with
Home and Pro versions.

Why not use Control Panel/User Accounts?

You can't set up groups in the Control Panel applet. With the NET command
you can create security groups then add/remove users to the groups. I don't
know if this would do any good with Home versions as they use simple file
sharing but it is possible. I don't have any Home versions to test but I'm
wondering if it's possible to add domain users via this method?

I have a solution for who wants here: 'User Group policies for group and
user-management on windows vista home is disabled. Now what?? Solution
here ; ) - group for alt.os.windows 2003, 2008, x64 & Vista OS's @
your service | Google Groups'
