VISTA home premium 2 clients cannot connect..

We have 3 vista home premium machines running our software at a client site.

Our software system (simple fat client application) is installed on all 3
VISTA systems and all systems are sharing a simple access database on one of
the systems by utilizing the public folder.

Our software opens 1 connection to the database on startup and has been in
production for years running fine on 98, 2000 and XP. We have ran up to 10
clients at a time for years with this system.

At this particular client site, running VISTA premium, we are only able to
connect with 1 client at a time to our shared access database. We cannot
connect 2 clients at the same time.

Each time we try to open 2 clients at the same time, the second client just
hangs when trying to open the connection to the database. If we close our
software on client 1 then our software on client 2 starts up immediately.

The simulataneous connections are currently set to 10 on all systems. When
looking at the event log we see event id 4226 all the time telling us that we
have maxed out our number of tcpip connections.

In our testing here, we seem to be able to run our software on VISTA
business edition and ultimate edition just fine on 3-5 simultaneous systems
without any issues however we do not have VISTA premium to test.

Does anyone have any advice on this and is anyone experiencing this same
type of issue. We have an extremely upset client right now
