Vista Home Premium - two questions

I have two questions regarding behaviours of Windows Vista Home Premium that
I've been experiencing from the get-go, and have even tried fixes for, to no
avail.

The first problem is regarding folder windows and view settings. In my
Folder Options, I have the "Remember each folder's view settings" option
turned on. I even ran some registry edits that cleared out my entire cache
of folder views so that I could set each folder from default. However, I am
still constantly running into folders that randomly change the size of the
window and/or the view settings, and sometimes, even the organization method.
As an example, I have my desktop resolution set to 1280x1024, and I like my
folders to be 1024x768. This is how every single folder on my drive (with
the exception of newly-created folders, which default to 800x600) has been
set. However, at seemingly random times, certain folders will revert to
their 800x600 size, while other folders retain their 1024x768. Additionally,
in many instances of the folder resizing itself, the view changes from Large
Icons to List, or vice versa. There are certain folders I like to have Large
Icons and certain folders I like with the List view. On rare occasions, a
folder will reorganize itself in a manner I *never* use, such as organizing
by Rating, or Date Taken. As stated, I even ran some registry edits to
combat this problem, as I found a "solution" on the internet, and it worked
for a while, but I'm back to seeing the same behaviour on a daily basis.

My second question is in regards to the desktop icons. Sometimes, the
desktop icons do not refresh when something is modified, which causes "ghost"
icons on the desktop (i.e. an icon for a folder that has been deleted is
still on the desktop). I found a solution for this problem on the internet,
and it worked for some time, but it's happening once again, much like the
folder settings problem detailed above, and it seems to occur randomly.
Sometimes, the problem fixes itself after a few minutes, most times a restart
is required to correct the issue.

Is there anything I can do to actually make the "expletive" file system DO
what I want it to do, instead of seemingly acting at random? This is very
frustrating, and I have been dealing with this for over a year. I would like
something that can fix this problem permanently, so that once I set a
folder's view settings and size, it stays that way for good until I say
otherwise. Additionally, once I delete something from the desktop, I would
actually like the desktop to reflect the deletion instead of misleading me
into thinking that the file or folder still remains.

Any suggestions would be greatly appreciated. If it matters, I'm running
Windows Vista Home Premium on AMD Athlon 64 x2 Dual Core 5600+ with 2GB RAM.
If any other system specs are needed, just ask.

Yes, I know that this is how I can fix the symptoms of that particular
problem, but I'd like to know how to fix the problem itself so it never
happens in the first place.

You don't mention what I have advised to do.

Your suggestion is not a solution to the problem; as I stated, it's a
solution to the symptom, but not to the underlying problem that causes the
behaviour in the first place. It's like giving painkillers to a cancer
patient; it may help their cancer pain, but it doesn't eliminate the disease.
When I initially said "Sometimes, the problem fixes itself after a few
minutes, most times a restart is required to correct the issue," I meant that
the desktop begins properly refreshing its icons without the need to press F5
sometimes, but most times a restart is required in order to have the desktop
resume its normal behaviour. I assumed that the idea of me manually
refreshing the desktop was an unspoken given, but I suppose I was wrong.

As previously stated, I'm looking for a solution that will prevent this from
ever happening, not something that I can use every single time something is
deleted from the desktop in order to see the current state of the icons when
this problem occurs, which is quite frequently. I shouldn't have to press F5
in order to have the icons refresh; it's not like it's a difficult task or
anything, but when icons are frequently being deleted from the desktop, it
becomes a big frustration. This, combined with my other problem make Vista
very annoying to use. Well, these issues and pretty much everything else
about it, but that's a different story. For the moment, I'd just really like
to have a permanent solution to my folder view/size problem and desktop icon
problem, something that will actually stick instead of losing its
effectiveness after a month or two.

Any other suggestions I could try that might solve either of these problems?

Any suggestions/solutions? I'm dying to know what I can do fix this stuff,
as it's still happening and I've pretty much stopped using Vista while
waiting for an answer. I have an old XP machine that's from the Stone Age
that I've been using, but I'd really like to go back to a computer that's
actually good.

Yes.
Since you are a dumbass gamer with an AMD...you suck.
You f*cked with your system soooo much, you f*cked it up.
Explorer remembers my settings...so, I gotta assume you suck.
Get a typewriter with spell correction tape...then suck it like you always
will.
Only a moron would use AMD athlon.
Install ubuntu on it.
Then suck it down to your level.
Jebus friggin christ...AMD cheap seats get filled with morons.

Ok, well apparently the Folder View problem is getting worse... now, when I
tell a folder what columns I want displayed, the folders seemingly randomly
change tabs. For example, the default tab view is Name, Date Taken, Tags,
Size, Rating. I like to have Name, Date Modified, Type, Size. Almost EVERY
SINGLE time I open up folders, I have to redo this column change. It's
getting mind-numbingly frustrating to have to do the same thing over and over
and over again.

Is there *any*thing that can be done other than break stuff around me
whenever this happens? I'm running out of things to break! Why is Vista so
freaking difficult to get setup the way you like it? All I want is for
folders to remember their individual view settings. Best case scenario: if I
could have folders default to 1024x768 size and with the columns I listed
above, but I really doubt that's going to happen since this question has been
dead since late October. If I can just get the darn folders to actually
remember what I set them as, it would be like working on an operating system
that's actually maybe partially decent, instead of the crapfest that is
Windows Vista.
