Vista Home Premium: WIA service re-enables itself

Hello

On numerous occasions I have manually disabled Windows Image Acquisition
(WIA) service on my Vista Home Premium machine. It stays 'Disabled' for
a while, but eventually I discover that WIA service is running again
(and its startup type changed to 'Automatic'). Unfortunately so far I
was unable to catch the culprit. I have no idea when exactly it switches
from 'Disabled' to 'Automatic'. Does anyone know what/who is responsible
for changing the startup type for the service behind my back? Any ideas
appreciated.
