Vista Home Premuim turns on by itself after shut down

I just purchased a new Dell Insperon 530 Vista Home Premuim.
I turn of the computer 20 + min later system turns on bitself.
I have checked all the power management settings.
Uninstalled the new programs i installed .
Deleted the original profiles.
Same issue.
Key board is usb
Mouse is usb with no tracking wheel
Is this some weird issue with Vista or hardware issue.

Your BIOS setup may have an entry in the S3 options for 'Wake on Lan'
bios setup access keys. Go to:

Hi Bert,

I would check you BIOS "Wake ON" settings, and your network device's
"Power Management" wake up options. See this, it may help you find out
what is waking up your computer.

Check what you mean by "turn of". Shut Down is different in Vista. The big
power button on the Start menu is "low-power", not Shut Down.
