Vista IE7 new tab will not open as home page

Even after making the appropriate selections in TOOLS | INTERNET OPTIONS |
TABBED BROWSING SETTINGS - setting, resetting the "open home page for new
tabs instead of blank page" and then relaunching IE7 to see the results again
my IE7 sessions always fails to open a new home page when a new tab is
created. Does anyone know of a fix? I've enev reinstalled the IE7 software
and done the updates of course!
