Vista Intalling Wrong Service Pack

After formatting my hd and reinstalling vista I installed Access Office
2007
Now I supposedly receive update for 'For Windows and other products from
Microsoft Update'.
The update downloaded and installed Office sp2. After having same problems
with my
access db and posted to the an access newsgroups they suggested that I hadn't
installed sp1.
Why would Vista Home Basic sp2 download and install Office sp2 when Office
sp1 wasn't installed yet??

There is no need to install Service Pack 1 for Microsoft Office if
Service Pack 2 for Microsoft Office is installed. SP2 includes SP1 files.

I believe you're right.
I downloaded and tried to install office sp1 and it told me the update was
already installed.
