What were you logged in as? You might want to try logging in as
administrator if you weren't and going it then.
Failing that the last suggestion I would have is to see if you can't
somehow gain permission to modify the files. Though since I personally
don't run Vista, I use Ubuntu instead, can't really give you too many
details there. =(

And you're lucky that you are, I am assuming anyway, using US Keyboards
with those XP Installations. Try doing it with non-US keyboards. XP
blatantly assumes the connected keyboard to be US unless you mess with the
driver files. I used to use German keyboards and the only way I was able
to get it to work was by switching the driver files.
And now with my Japanese keyboards, like I said, half the time it
doesn't even recognize those correctly.... this actually happens on two
separate computers with two separate keyboards. And you wanna know the
funniest part? Both keyboards are made by Microsoft...
