Vista-Java problem

Don't know if this is the right place to ask, but I'll try it.

DH got a new laptop about 2 months ago. It came with Vista Home
Premium on it. (Not that we had any choice about that.)
He has a program that he uses in his engineering work with
thermodynamics. The program loads fine, but one portion of the
program (the part that takes the data inputs and does the
calculations) won't work. It needs Java.
(The program is: TEST: The Expert System for Thermodynamics. It can
be run over the internet -- but there are times when he has no
internet connection and needs to be able to run it from his computer
alone.)
He's downloaded the latest Java from Sun several times -- but when he
goes to the page where you verify that the Java is present on your
computer, it never verifies. And, thusly, won't let TEST run.
This is extremely frustrating to him (and to me -- who has to listen
to him rant and rave...).
Anyone have any idea of what is happening here? How we can fix it?
Where we can find someone who can help???

In Control Panel > Java, on the Advanced tab, expand "Default Java for
browsers" Make sure the choice(s) have a checkmark. In IE7 > Tools >
Internet Options, on the Advanced tab, make sure the entry under "Java
(Sun)" has a checkmark. Also check IE7 > Tools > Manage Add-ons >Enable
or Disable Add-ons to make sure all Sun Microsystems, Inc. (add the
Publisher column to see these) entries are enabled.

I printed out dean-dean's answer and then accidentally deleted it. Rats!
But, did as he suggested. Sorry, but it didn't work.
Any other ideas what's wrong? Active X won't work either.
