for me, I had the same problem.
After re-installing Vista with the recovery-disk I got the same problem.
Then, I thought next:
I changed 1 thing after I re-installed vista:
My disk has 2 partitions after re-install.
Drive C and drive E; this happens automatically.
I don't think that's logical, because drive D is the DVD-player.
So I changed drive E to D (and D becomes E).
Then I got the same problems again after windows update.
So, again I reinstalled Vista. Now without changing the drive-letters.
And voila... The problem is gone.
