vista keeps saying configuring updates on startup

everytime I start my pc i says vista keeps saying configuring updates and i'm
not online right now so how can it update i'm useing a friends pc to type
this..

No the trouble been going on for weeks on end should i format is there away
to fix this with out formating on and i'm not online at home..
