Vista Language Pack failed to install

I have Windows Vista Ultimate Edition in Spanish installed on my PC (genuine
copy, not pirated), and I’ve downloaded via Windows Update the English
Language Pack that appeared with many other languages the first time I
updated Vista (250 MB approximately). The problem is that when the
downloading process finishes and the installation begins all I get it´s an
error that says “Errors Founds: Code 1” (In Spanish “Errores Encontrados:
Codigo 1”.
I looked at Event Viewer and the error that shows at the failed Language
Pack installation is 0x80070032. Any ideas why this language pack isn´t
installing or how do I fix it?

PS: Rebooting the systems doesn´t seems to work.

I have exact the same problem

I checked error log and it said

I have a genuine Vista Final and I'd like to have the dutch language pack!

Ok. If you have a non-English version of Windows Vista and you get the “Code
1” or “Code 2” error when trying to install a language pack via Windows
Update, fallow my advice. Many people solved the problem just restarting the
OS or doing the language pack installation in safe mode. Others had installed
Windows Vista in drive D and they reinstalled it to drive C and solved the
problem. But some of us went crazy trying to fix the problem and nothing
seemed to work. This is how I fix it.
I got rid of that copy of Windows Vista and install one that is natively
“English”. I used the same serial number that came with my Spanish copy of
the OS and activation was not a problem, all OK. After that I updated the
system and after all updates were installed, (yes, DreamScene too) I rebooted
the system and downloaded via Windows Update the Spanish language pack that I
needed. Installation didn´t fail or anything.
I give this advice because many people like me got a new computer with
Windows Vista pre-installed. And by “pre-installed” I mean that the company
that sold that PC maybe used a personalized installation and the OS just
wasn’t the same after installation. Maybe that´s the reason why the language
pack was impossible to install.
So, three simple steps:
Get an English copy of Vista
Use your own cd key
Install the language pack of your preference
GET Ultimate Extras and updates soon as they become available (English
versions gets updates and extras sooner than other languages). Obviously only
Ultimate Edition can get Ultimate extras, if you don´t have Ultimate, just
don´t try.

1) I have a similar problem and have found out that the install is actually
performed then rolled back (language files are first installed, then deleted
during the update process, error is signalled at the end).
2) It probably happens because of defective by design and implementation
MSFT language licensing: My license is valid, yet lpksetup log reveals that,
after enquiry on license number of MUI packs allowed (returns 1000),
installation is being rolled back. If It is running on Vista Ultimate, update
_SHOULD_ execute. It is not so.
4) This problem appears to be diffuse and spreading
5) Indications on "rebooting", "installing with some processes disabled"
etc. have no relationship with the problem, and are misleading.
6) It doesn't appear MSFT have a solution to this problem: if they have it,
they are not sharing it :-/
Probably it would require a repair install, only that I cannot perform that:
I have an OEM machine, upgraded via Anytime Upgrade. Others have reported
that installing an original English with same license number corrects the
problem.
Better yet, WE NEED A FIX from Microsoft, and the component to fix is the
defective lpksetup program itself.

It is the language upgrade policy which is wrong, instead of simply querying
the version and license of the operating system, from lpkseup logs it appears
it relies on querying another system value, which was not set correctly by
the Microsoft supplied upgrade or the OEM. If MSFT decides to rely on this
value in order to enable
an Ultimate feature, it is obviously MSFT responsibility to set it correctly
and to chose sensibly a mechanism which won't interfere with Visual Studio,
older dot nets etc.
