Vista Losing Profile Info

I installed Vista Business on a machine shipped with Vista Home. It
couldn't do an upgrade, so it did a fresh install. After the install,
there was a folder called Windows.Old that I deleted because I thought
it just had info from the previous install. Now when a non-administrator
user logs into Vista, it's unable to keep the Documents, shortcuts, and
other user-specific settings. Is there a way to fix it? Thanks.
