You asked about Vista, not WinXP, Sam. Hotfixes and updates are not managed
(by Windows) the same way in Vista and WinXP.
In any Windows version: If you've installed a hotfix or update, it can be
uninstalled, and you wish to return the machine to the state it was in
before installing the hotfix/update, you would uninstall the hotfix/update
via Add/Remove Programs.
That being said and very generally speaking, the information posted here by

I would not delete/remove anything unless you're absolutely 100% sure that
you'd never, ever need to uninstall it. Remember the First Rule of
Computing: "If it ain't broke, don't fix it."
The newsgroup microsoft.public.windows.vista.performance_mainten ance would
