Vista Media Center won't start after upgrade

I did a clean install of Home Premium to a new hard drive and Media Center
was working OK prior to upgrade. Today I did the Windows upgrade on top of
the clean install and now Media Center won't start.

When I try to start Media Center there is drive activity for about 30
seconds but there are no dialog boxes. Nothing at all happens.

The driver for the video card (6600 GT) is up to date and the device is
working. The tuner card (HVR1600) shows that it is working as well.
