vista ODBC problem

windows vista ultimate SP2 32 bit
I'm trying to install an old classic books cd on a windows vista computer
but I get an error during the install that says:

'An error occurred while copying:
C:\WINDOWS\SYSTEM32\ODBC16GT.DLL . Restart windows and try installing again
(before running any any applications which use ODBC).'

I searched on google and microsoft support but can't find a solution
anywhere for this. The CD works fine in a Windows XP computer. I also tried
the program compatibility wizard but that didn't work. Thanks for any help.
