Vista only sleeps from Start Button

Vista will sleep fine for me from the start button. However if I let it sit
without use it will not sleep using the setting from control panel, power
options. It is set to power down the display after 3 mins and sleep after 5
mins. All it will do is shut off the screen.

Any ideas?
