Yes, Vista Premium has the World Wide Web service that must be started
in Windows Services, which as I recall is not started automatically by
default.

You'd think so - but it's not there (amongst IIS services) unless i'm
missing something

Did you turn the IIS feature on?
Start - Control Panel - Programs & Features
Turn Windows features on or off
[x] Internet Information Services

I think you have to go back to the total installation of IIS as it is
there if you install it.

beyond assumption, are you sure? Do you know of any case of Vista Premium
hosting http service?

All evidence i have found so far says Vista 'Premium' does not support web
services (only Professional, Ultimate editions)

Vista Home Premium has IIS available. You need to go into Control
Panel, Programs and Features, Turn Windows Features on/off, and
install it (or "turn it on" as MS now calls it... another new Vista
Feature!).

If you're trying to publish a Web solution on IIS7 that is to face the
Internet or Intranet, then you are correct that IIS7 on Home Premium is
not a full version of IIS7. You will have to go to Business or Ultimate
to get the full version of IIS7.

I too had Vista Premium on the computer and had to upgrade to Ultimate
in order to get the full version of IIS7, since I am a .Net developer,
developing Web solutions on Vista with IIS7.
